"I think I can send it next week." は正いですが至急連絡の場合には使われません。

"due to work" や "because of work" という理由の後 肯定的より否定的の方が適切です。なので "I don't think" や "I can't" を使われています。
I'm tied up with all my work these days, so I won't be able to send you XX until next week.
この場合、次のような言い方ができますよ。
ーI'm tied up with all my work these days, so I won't be able to send you XX until next week.
「ここのところ仕事で手が離せないから、来週まであなたにXXを送れないだろう」
to be tied up with ... で「忙しくて手が離せない・手が塞がっている」
