なぜ前置詞が二つ重なるのですか？って英語でなんて言うの？

Paul then downloaded some anti-virus software on to Carol's computer.
前置詞が連続しているいる文をあまり見たことがなかったため、上の文章のon toの部分に対してこのような質問をしようとしたのですが、うまく伝えられませんでした。

back to back で「連続して・立て続けに」

ーWhy are there two prepositions next to each other in this sentence?
「なぜこの文には２つの前置詞が隣り合わせにあるんですか？」
next to each other で「隣り合わせに」

ちなみにここの on to は onto という一つの前置詞ですが、イギリス英語では on to と２つに分けて使う人もいるようです。
