発言内容よりも発言すること、議論に参加することに価値がある、と言われても多くの日本人にとって、議論に参加したり大勢の前で発言することはハードルが高い。

it's not so much で「それほどでもない」
the fact that you're commenting で「あなたが発言しているという事実」
