the ＋比較級～, the +比較級～となりますので、
The younger you are, (若ければ若いほど…you は一般の人のことを指しています）

最初の表現は、どちらかというと、保険会社の人が言う言い方で、現在形にして言い切った形（後半）です。
（現在形にすると、そのように規定で決まっているという感じになります）
また、insurance premiumの冠詞は、その保険の保険料 というように、限定してあれば、
theになりますが、そうでない場合は、
an insurance premiumのように、an をつけるか insurance premiums と複数にします。
２つ目の文は、一般の人がいう感じで、後半はwill be (そうなるだろう）と、言い切った形にはなっていなく、推定で、ソフトな感じを与えます。

” the ＋比較級～（A節）, the +比較級～（B節）” と表現します。
A節、B節共に ”the ＋ 比較級” ですね。
今回は ”片方だけ比較級バージョン” を作ってみました。
