義務化はmandatoryです。 それ以外ではit is the law to...でも言えますがこれは[法律](https://eikaiwa.dmm.com/uknow/questions/32690/)で入らなければいけないになります。 [保険](https://eikaiwa.dmm.com/uknow/questions/34910/)への加入が義務化されるはbecomes mandatory to have insuranceになります

When we have a choice, something is said to be " optional"... However when there is stringent application of any regulation... it is then deemed to be an ESSENTIAL element and required... "a must have" item.
選択の余地があるなら、"optional"(任意の)という表現を使います。しかし規則についての厳格な要請の場合は、必要不可欠なものであり義務化されたものです。
