はるか向こうに人影が見えるって英語でなんて言うの？

向こうの方に、人影のようなものが見えることを描写したいです。

I can see somebody far over there.

だけでも構いません。

I can see　somebody walking  far over there. 「誰かが歩いているのが見える」
I can see somebody standing far over there. 「誰かが立っているのが見える」
のように表現しても良いと思います。
