バッグに荷物を詰め込んでいて、ファスナーが閉まらずに一部はみ出している状態です。「ペンがバッグからはみ出している」など。

「ペンがバッグからはみ出していますよ」
to stick out of ... で「…から突き出る・はみ出る」
purse で「ハンドバッグ」

ーMy notebook doesn't quite fit in my bag.
「ノートがバッグにちゃんと入らない」＝「ノートがバッグからはみ出している」
このような言い方もできるかと思います。
