普段から英語話さないと、とっさの一言が出てこないって英語でなんて言うの？

「とっさの」はimmediateとimmediatelyのことですが、easilyも使えますし自然な言い方ですので提案しています。

「普段」はusuallyとかregularlyなどです。
「話す」はspeakですが、言語（英語・日本語・フランス語など）と一緒にuseも使えますね。
例文：When I don't speak English regularly, words don't come immediately.
