「またロックされた」は英語で「My credit card was frozen again.」と言います。この場合では「blocked」も使えますが、海外の利用以外にも「block」される可能性はありますので、「frozen」の方がすぐ理解してくれると思います。また「locked」も相手が理解してくれると思いますが、自分からカードを意図的にロックする機能はありますのでこの場合はあまり使われていません。
また海外でクレジットカード利用したからロックがかかった。
