この場合、次のような言い方ができますよ。
ーActually I had the time to study English, but I was just lying to myself.
「実際は英語を勉強する時間があったが、自分に嘘をついてた」
to have the time to ... で「…する時間がある」
to lie to oneself で「人に嘘をつく」
