マークされているって英語でなんて言うの？

このような状況では「マークされている」＝「marked by the police」と言っても大丈夫ですが、相手によって分からない場合もあると思います。

だけど、「on the police's watchlist」や「monitored by the police」の方が使われます。

どれでも使っても、このような状況では誰かにマークされたかを具体的に言わなくてはならないです。

ご参考になれば幸いです。

「警察にマークされる」ことは英語で次のように言えます。
ーto be marked by the police
ーto be watched by the police
ーto be under police surveillance

例：
He's under police surveillance because he was seen in the neighbourhood where the crime was committed.
「彼は犯罪のあった界隈で目撃されたので、警察にマークされている」
to be under police surveillance で「警察の監視下にある」
