余談ですが、アメリカは日本と同じ軟水で、水道水でも普通に飲めます。

The actual, literal translation is "Can I have some free water please?" which could also
mean, "Can I have some tap water please?"
Tap water is the water that comes from the sink, and is not filtered. When you ask for water at a restaurant, it is USUALLY free (in America), whether it comes from the tap or not. "Tap" just means that you grab a cup/glass, turn on the kitchen sink, and fill it up with regular, unfiltered water.

In England, Scotland and Wales most restaurants that you go to will give you the option to have a "free glass of water" as long as you are going to pay for something else eg. food, another drink. But it is only 'licensed establishments' or places that also sell alcohol which are required by law to offer free water to drink. Also if a restaurant wants you to pay for water then they must tell you in advance.
You can just politely ask for tap water, since tap water is free at restaurants. To do this you can say:-
"May I have a glass of tap water please."
