「学園祭」というのは「School Festival」と表現になります。または、「Campus Festival」と表現もになります。
例えば、「学園祭は来週行われることになっている。」を表現すると「Our campus festival is to be held next week.」になります。また、「生徒たちは学園祭の準備でとても忙しいです。」を表現すると「The students are very busy in preparation for the school festival.」になります！
だいたい海外の大学でも学園祭があります。日本の学園祭と比べるとちょっと違います！国によっても学園祭が違います！例えば、イタリアの大学で日本の学園祭みたいないんですけど、他のイベントがよくあります！

fastival = お祝いをするイベント
fair は、ある特定のタイプのものを売ったり展示したりするイベントです。

「学園祭」は英語で school festival と言います。
school は「学校」、festival は「お祭り」です。
国や地域によって学園祭がない場合もありますので呼び方も異なることがあるかもしれませんが、日本の学園祭は基本的に school festival で通じるかと思います。

In the UK it is significantly rare that students of schools (as opposed to colleges or univertsities) are permitted to self-organise and hold any kind of open presentation to the public or parents.
The most common presentation would be a school play, but this is invariably organised by one or more staff members or specialists coming in from outside the school.
Sometimes, parents are invited into schools to enjoy seeing a project that the students may have completed, but again, this would not have been organised by the students!
