1番目は「[家賃](https://eikaiwa.dmm.com/uknow/questions/42470/)が高い」ですが、expensive というのか high というのかニュアンスが少し異なります。 expensive は、その意味のまま「家賃が高い」でいいのですが、high の場合は「家賃相場が高い」というニュアンスになります。 ですので、そのまま使うのではなくて、The rent around here is (very) high. （この辺りの家賃は（非常に）高い」というように使います。
2番目は「家賃が[安い](https://eikaiwa.dmm.com/uknow/questions/34508/)」です。 物に対して cheap を使ってしまう、例えば My watch is cheap.というと「私の時計は安っぽいです」という意味になってしまいますが、rent は物ではないので、そのままの意味合いで「家賃が安い」という意味にとらえられます。 low の使い方は先ほどの high と同じ「家賃相場」のような時に使います。
ちなみに rent は動詞でもあり、名詞でもあります。 名詞の場合、variable noun（変化名詞）ですので単数形でも複数形でもrentになります。 rent に s が付く場合は主語が三人称単数の現在形の時です。（例）He rents a car.（彼は車を借ります）
