I have no ideaや、I have no clueで「手がかりがない＝分からない、考えもつかない」という意味です。単純に、I don't know where you can buy tobacco.でも問題ありません。where you can buy tobaccoを、またwhere to buy tobaccoとしても大丈夫です。

No problem.
