「力」は定義が幅広いので、この度は「力」を「能力」としてみました。
「私も含め」は、"include myself (私を含め)"、"myself included (私も含まれている)" のどちらも使えると思います。
「伸ばす」は、"expand (広げる、伸ばす)" や "develop (成長する、発展する)" などが使えるかと思います。
文例としては：
"Including myself, we need to expand individual abilities and strength in stead of raising the general level."
(私を含め、全体の底上げより、個々の能力と強みを伸ばすことが必要である。)
"We all, myself included, need to put emphasis on developing our individual ability and strength rather than raising the general level."
(全社員、私も含まれていますが、全体の底上げより、個々の能力と強みを伸ばすことが必要である。)

individual =「個々の」人それぞれを言う場合に使います。
power=（in people) the ability or opportunity to do something=「自分の中にある、何かをする能力や機会」
