小学校が6年制の日本では、低学年は1-2年生(または3年生まで)を指しますが、
国によって小学生の区切りが違うので誤解を減らすためには、
1st to 3rd graders in elementary (小学1年生から3年生)というのが言いかと思います。
lower elementary は日本で言う「低学年」に近いような気がしますが、アメリカの場合、
幼稚園から義務教育が始まるので、これですと幼稚園(日本で言う年長)から2年生ぐらいまでを指すことになります。
あとは思い切って年齢で言う方法もあります。
