A snowman is traditionally a figure made of snow that resembles a man. The nose is sometimes made of a carrot and the buttons on the front of the snow man are pieces of coal.
A fez is a small hat that sits on the top of the head and in the UK was made famous by the 60s comedian Tommy Cooper who wore this hat as his trademark prop.

This is a snowman, called this as it looks like a man made out of snow. You can use the term snow sculpture, for any other shape made out of snow, especially if it is very good and looks like it could have been made/sculpted by a professional artist.
