Voice over films are extremely rare in the UK - that is, films which talk over the original dialogue. However voice overs are more common when translating foreign speakers in documentaries or interviews.

subtitled - for films that are translated into text
I really don't like films with voiceover because they lose the character and language of the original language completely-- and often, it is just badly done! I much prefer to have my films subtitled-- that way, I can still hear the expression in the original actors voices, even if I don't understand everything completely.
"It is a foreign movie with subtitles." This explains that the movie is in a different language but has subtitles.
