A 'theme', in this context, is a setting that is planned or designed around one idea or object.
To be 'inspired by' or 'influenced by', is to be affected by something or someone, to such an extent, that it gives rise to an idea or object that reflects the features of the thing which effected it.
"This hotel is themed to look like Bali." and "This hotel is designed with Bali in mind." are both ways of explaining that the hotel is made to look like you are in Bali.
