This is a great question to ask when you see something unfamiliar. You could also ask....
"What do you do with this?"
"Use" meaning, what is its purpose.
A good follow up question, if you are still not sure, or maybe the item is new to you, you could ask....
"How does it work?" or "How do you use it?"

Saying it this way makes clear that you have never seen anything like this before and you don't have a clue what it is or why people might use it. Maybe "What do people use this for?" is a little better than "What do you use this for?" because, if you say "What do you use this for?", the answer might reflect what the individual you are talking to uses this thing for, but maybe people generally use it for something else or for multiple purposes.

I would recommend using the first one.
「What is this used for?」が、最も一般的で relaxed な（気取らない）言い方です。
「What purpose does this have?」は、よりフォーマル言い方になります。
最初の文がお勧めです。
Asking what function something serves is a nice way to ask what something is used for.
