消耗品と一般それぞれ税込¥5400以上って英語でなんて言うの？

1．｢免税は、5400円以上の物に関してできます。｣と言い換えています。｢以下の物にはできない｣と英語で言う場合、以下＆～ない、と否定形を二つ使うことになるので、わかりづらく、まわりくどくなってしまいます。ですので、肯定的な言い方に変えています。
「免除する」＝｢Exempt｣
｢5400円以上の購入｣＝｢a purchase more than 5400-yen｣

2．｢免税対象となれる｣と表現した文。
｢～対象となる｣=｢Be qualified for｣
｢免税｣＝｢Tax exemption｣

消耗品と一般それぞれ = consumable goods and general merchandise
税込 = with tax / including tax
以上 = above -> exceeding
じゃない = not
と = if
できません = can't
免税 = duty free -> tax exempt

Purchases of consumable goods exceeding 5400 yen including tax are eligible for tax exemption.

または

Purchases of consumable goods under 5400 yen (including tax) are ineligible for tax exemption.

「Tax exempt」は形容詞として使って、「tax exemption」は名詞として使っています。動詞なら、「be」、「be eligible for」や「qualify as」を使えます。
