All three of these statements explains the difficulty of flying and controlling a drone.

There are several words that can be used to talk about flying a drone. There is fly, operate, control.

The words can be used interchangeably for example

Flying a drone is not as straightforward as you may think
If something is 'straightforward' it means that is is easily understood or easily managed. If you 'keep control' of something, you are always able to manage how it behaves.
"Mike keeps control of his herd of sheep very well!"
'straightforward'とは、簡単に理解、操作できるという意味です。 'keep control' とは、その動作を操作できるという意味です。

We are said to "operate " heavy equipment , so we could use "operating a drone..."
However I probably would lean towards "flying or controlling" in the case of a DRONE. Since this is the language normally used when talking about making a drone land and take of safely...We are flying /controlling the technology.

The word 'fly' functions both as a noun and a verb. In this context, it functions as a verb and can be used variously. You can 'fly' an airplane or a drone by 'controlling' it.
So, if you find it difficult to control a drone, you may say to someone:
I find it difficult to control a drone.
or
It's not so easy to operate a drone.
or
Flying a drone is a difficult task.
「control（動詞）」にはいろいろな意味がありますが、ここでは、（電子）機械を動かすという意味です。「drone（ドローン）」などの電子機器を遠くから「control」できますし、運転中は車の進む方向を「control」します。

I would say, "steering" a drone because we also use that word for aircraft, cars, bicycles and even grocery carts. A drone is a pilotless aircraft, so that word is appropriate here. I would also use the word, "guide" because you are guiding the drone via remote control. Lastly, I would use, "control" because the control happens from the ground. I thought of how I would fly a kite, which employs a similar technique: control from a remote location.
「steer a drone」と言うことができると思います。「steer」は航空機、車、自転車、スーパーのカートにも使います。ドローンは無人の航空機なので、適切だと思います。
「guide」も使えると思います。リモコンでドローン（drone）を「guide（導く）」するわけなので。
最後に、「control」も使えると思います。地面から「control」しますからね。たこはどう飛ばすかなと考えてみました。ドローンに近いですよね：
