色々な言い方があるかと思います。
Skype で途切れ途切れ、インターネットの接続が安定してないとブツブツになる・・・そんな時は「choppy」という言葉をよく耳にします。
The Internet is a bit choppy.
「聴き取りづらいなぁ」ということで「a bit hard to hear」という言い方も、どうかなと思いました。
また「よく聞こえないんだよね」ということで「I can't hear you clearly」という表現も、紹介させてください。

Could you turn up your microphone volume, I can't hear you.
All of these examples let your teacher know that you can't hear them.
"I'm not able to hear you." Is what you can say if you just can't hear them.
"Your/The connection is choppy." Lets the teacher know that what they are saying isn't being heard because of the connection.
If you believe that the problem is with their microphone volume you can ask, "Could you turn up your microphone volume, I can't hear you." I would try turning up your speaker volume to make sure its not a problem with your computer.
これらすべての表現で、先生に声がきこえずらい事を伝えることが出来ます。
"I'm not able to hear you."
（あなたの声が聞こえません）
これは相手の子が聞こえない時にことが出来ます。
"Your/The connection is choppy."
（あなたの/接続がとぎれとぎれです）
これで相手に接続が悪くて言っていることがとぎれとぎれで聞こえずらい事を伝えることが出来ます。
もし、あなたがマイクのボリュームが原因で聞こえずらいと思うのなら、次のように尋ねることが出来ます。
"Could you turn up your microphone volume, I can't hear you."
（マイクのボリュームを上げてもらえますか、あなたの声がよく聞こえません）
あなたのスピーカーの音量を上げてみて、あなたのコンピューターに問題がないか確かめましょう。
"I can't hear you very well" can be used to say they are not speaking at a loud enough volume or if there are technical problems such as a poor Skype connection.
If it is to do with how your teacher is speaking you can ask "Can you speak up please?". To speak up means to speak in a louder voice.
"I can't hear you very well"（よく聞こえません）
相手の声が小さいとき、また技術的な問題（スカイプの接続など）のときにも使えます。
先生の話し方に問題があるなら：
"Can you speak up please?"（もっと大きな声で話してもらえますか？）
「speak up」は「大きな声で話す」という意味です。
The connection is making it difficult to hear you clearly
First example uses struggling meaning you are having great difficulty hearing. Second example goes into detail a bit more. Explaining that the connection(internet,wi-if) is causing a problem would prompt the person you are talking to to check their settings.
"I'm battling to hear you." This explains to the person that you are finding it hard to hear them.
Eg: I'm sorry but I am battling to hear you.
"I can't hear you very well." This is another way of explaining to the person that you cant hear them well.
Eg: I'm sorry but I can't hear you very well.
"I'm battling to hear you."（あなたの声が聞こえづらいです）
↑相手の声が聞こえづらいと伝えています。

I'm sorry but I am battling to hear you.
〔訳〕すみません、声が聞こえづらいです
"I can't hear you very well."（あなたの声がよく聞こえません）
↑こちらも、一つ目の例同様、相手の声がよく聞こえないと伝える言い方です。

When you want to explain to the teacher that their voice is hard to hear, then you can say:
-Your voice is barely audible.
-I can hardly hear your voice.
-I think your microphone volume is low. I cannot hear you clearly
-I cannot hear you clearly.
先生に、声が聞こえづらいと伝えたいとき、以下のように言えます：
-Your voice is barely audible.
あなたの声がほとんど聞こえません。
-I can hardly hear your voice.
あなたの声がほとんど聞こえません。
-I think your microphone volume is low. I cannot hear you clearly
マイクのボリュームが小さいと思います。はっきり聞こえません。
-I cannot hear you clearly.
はっきり聞こえません。
It depends, really, what is causing you not to hear the teacher. Is it the volume? Is it a bad connection? Is it because your teacher is Scottish and you're not used to the accent? You may need to be more specific:
"It's a bad line."
"Your accent seems very strong."
"Could you speak a little louder please?"
実際、先生の声が聞こえない理由はそれぞれです。
ボリュームの問題でしょうか、接続の悪さの問題でしょうか。またはその先生がスコットランド人で、あなたがそのなまりになれていないからでしょうか。
そのため、より正確にならないといけません。
"Your accent is very strong,"「あなたのなまりはとても強いです」
"Coudl you speak a little louder please?"「もう少し大きな声で話してもらえませんか」
