「取扱説明書」は user's manual か instruction manual になりますね。

instruction manual の方は、何かを教えるニュアンスがありまして、user's manual の方は、どう使うことがメインです。

instruction manual はよく、家具とか機械に対して使う言い方で、自分で組み合わせ方を教える説明書のことです。

例：
Where did you put the user's manual?
取扱説明書、どこに置いたの？
