返信をしなかったら、「〇〇とみなす」という英語は、フォーマルに言うと「We will understand that as 〇〇」です。
例文：
- No response to this message will be understood as acceptance of the new terms and conditions（このメッセージに返信をしないことは、新しい条件に応諾したとみなします）
よりカジュアルな言い方ですと、「We will take that as 〇〇」。こちらはあまり文面では見かけません。
例文：
- If you don't present a counter-offer, we will take that as acceptance of our offer（我々に対してカウンター・オファーを提示しないと、我々の元々のオファーを受け入れるとみなします。）
例文一：
If we do not receive a reply from you, we will assume that you have agreed (to these conditions).

・"to assume"は「見なす」の意訳ですが、この場合には一番自然だと思います。
・"to these conditions"は「この条件・状況に」を意味します。不要ですが有った方が分かりやすいです。
・"agree"の代わりに"consent"も使えます。"consent"は「相手が自分の情報を使っても良い」などの場合に相応しいです。"agree"はもっと平等な立場で値段や雇用条件などに同意する場合に使います。
・"to take as"はちょっとカジュアルで、仲が良い場合のみ使うべきだと思います。"to regard as"と"to assume"はちょっと硬くて礼儀正しいからいつでも使っても良いです。
"assume"は、「当然～だと思っている」
"consider"は、「よく考えて～だとみなす」
