「over」で終わるという意味がありますので「The dream is over... 」というと「夢が終わった。。。」とちょっと大げさに、またちょっとユーモアを交えた感じがでます。
２番目の例は「the good times」（楽しい時）が 「coming to an end」 （終わりに近づいている、終わろうとしている）という表現です。名残おしさがよく伝わります。
「次のステージに立とうとしている」を加えたい場合は 「It's time to turn the page.」（ページをめくるときがきた、次の章に進むときがきた）というのもおすすめです。
