先生に「昨年の冬はこの30年で一番寒い冬だった」と言いたくて、「Last winter was the coldest winter for these 30 years」と言ってみたら先生に 「it was the coldest winter over the 30 years 」と訂正してもらいましたが、overだと30年以上という意味になってしまわないのでしょうか？
Last winter was the coldest winter we've had for over 30 years.
This past winter was the coldest one we've had in the last 30 years.
It was the coldest winter over the 30 years. はちょっと不自然な言い方です。何が over the 30 years なのかがはっきりしていない文になってしまいます。
It was the coldest winter we've had for over 30 years. だと大丈夫です。
または
1) Last winter was the coldest winter we've had for over 30 years.
2) This past winter was the coldest one we've had in/over the last 30 years.
ともいえます。
over には「時期などの間・期間にわたって」という意味もあります。

Over 30 years だと30年以上になりますが、間に the を入れると
30年の間となるので特に問題はありません。
「この」の these は入れても入れなくても文章に成り立つので the を
使うのもOKです。
30年間で は様々な言い方がありますが、この場合 in なども使えます。
一定の期間を表現する場合は後者の throughout なども可。
