If I'm going to study something, I want to get qualified in it.
「資格を取得する」ことは二つの英訳があります。一つ目は私が提案した to get qualified です。もう一つは to get qualification (for/in + 何か)です。
「せっかく」を訳す必要はありません。If I'm going to X, then Y と言う文型で伝わりますから。むしろ if 形の文型を使います。to be going to は「予定進行形」と言う、いわば未来の進行形です。
Since I'm taking the time to study anyway, I might as well get a certification.
・Since I'm taking the time to study anyway, I might as well get a certification.
（どうせ時間をかけて勉強するなら、ついでに資格も取得したいんです。）
・If I'm going to put in the effort to study, I'd like to get certified while I'm at it.
（せっかく努力して勉強するなら、そのついでに資格を取りたいです。）
英語で「せっかく〜するなら（どうせ〜するなら）」と言う時は、「Since I'm taking the time to...（時間をかけて〜する以上は）」や「If I'm going to put in the effort to...（努力して〜するなら）」という表現がぴったりです。
