その英文となる X の文章は
(訳ではなく）it's not that （その PC) that computer (壊れている) is broken,
Yの文章は
(〜です） it's that (その PC) it (たまに調子が悪くなる）sometimes doesn't work well.
です。
That PC is not what you call broken, it just stops working all the time.
この場合、次のような言い方ができますよ。
ーThat PC is not what you call broken, it just stops working all the time.
「そのPCは壊れているのではなくて、よく調子が悪くなるだけです」
to stop working all the time で「しょっちゅう動かなくなる・機能が停止する」
