日本語では、「いつも」を使うのですが、「always」だと「変わることない」というニュアンスがあるので、あまり言いません。ラストオーダーはレストラン次第なので、アメリカ人はよく「usually」を使います。
Itを使うと、「その日のメニュー」という意味になるので言いたい意味と違います。日本語と同じように「the last order」または「last order」と言います。
The last order と Last Orderの違い
Last orderは最後の注文の＊＊時間＊＊ということです。
The last orderは最後に承る＊＊注文＊＊ということです。
WhenとWhat timeの違い
Whenは結構幅広く使えます。日本語の「いつ」に近いです。
What timeは特定な時間を示し、日本語の「何時」に近いです。

What's the latest time I may place an order, please?
You are waiting for your friends in a restaurant. They are really late. Some of the diners in the restaurant are leaving and empty tables are starting to appear. the waiter keeps looking at his watch! You are worried the place may close at any time! You ask the waiter:
"What's the latest time I may place an order, please?"
"Sorry, sir, we'll be closing in five minutes."
"Oh!"
友達をレストランで待っていて友達がとても遅れています。レストランでは人々が食べ終わって帰っていってます。店員は時計をずっと見ています。もうすぐでお店が閉まる予感がして店員にききます：

「ラストオーダーは何時ですか？」
「申し訳ございません。あと五分でお店を閉めます。」

Stop taking orders means that at a certain time no more order will be taken for food.
▪What is the cut off time for food orders.
cut-off=an act of stopping
▪When does the kitchen close?
This is asking what time the kitchen close because if the kitchen of the restaurant is closed no more food will be served.

Stop taking ordersとは、食事の注文をもうそれ以上取らなくなる時間（ラストオーダー）という意味です。

レストランのキッチンが閉まるとそれ以上食事を出すことができないので、この例文ではキッチンが閉まる時間を聞いています。
Normally when the kitchen closes, the restaurant is finished serving food and the employees are getting ready to leave.
The same can be said about when a waiter or waitress serves their last table, this usually means that they are finished working.
"When does the kitchen close?"（キッチンはいつ閉まりますか）
普通キッチンが閉まるのは、レストランが食べ物を出すのを終えて、閉店の準備をしているときです。

"When do you serve your last table?"（ラストオーダーは何時ですか）についても同じです。普通これはウェイター・ウェイトレスが仕事を終える時間を表します。
Sometimes you might be unsure what time you can order food until so you are always good to check and make sure so you can ask 'what time do you take last orders?' this is the last time you can order food
食べ物が何時まで注文できるのか分からないことがあるかもしれません。そんな時には、確認してみるといいですね。次のように聞けます。
'What time do you take last orders?'

これは、最後に食べ物を注文できるのが何時か尋ねています。

★情報処理プロセス："いつも、何時に終わるの？"といいたい。
質問者さんの考えは、When did it always end?
→①always はいつものこと、なので、過去とは関係ないため、didと共に登場しません。
→②whenについては、間違いではありませんが、時間の守備範囲がちょっと広すぎるので、What time と始めたほうが聞き手はすぐにピンとくると思います。
→③itについて、「フードメニューはもう終わっています」という返答への質問なので、it でもも大丈夫ですが、もし、自ら質問したい時は、「フードの提供は何時に終わるの？」となりますね（日本語脳は「フードメニューが終わる」。。。と言いがちですが、「メニューが終わってしまう」わけではありませんね(^^;）あくまでも終わるのは、「フード提供」です。
