あるいは、ある程度の期間、悩んでいるのでしたら、現在完了を使って
I've been torn between Chicago and New York City.というようにします。
（torn は、今は形容詞としてみなされますが、もともと、tear（裂く）の過去分詞です。どっちにしようか、心が引き裂かれる感じ。。。わかりやすいですね。）
または、簡単に中学英語を使って
I haven't decided where to go, Chicago or New York City.
（シカゴとニューヨーク、どっちに行ったらいいか、まだ決めていない）
でもOKです。
「どっちにしようか悩んでる」
この状況をイメージして出た表現が、こちら
I can't decide which to choose!
＝どちらを選ぶか決められない！
旅行のパンフレットを広げながら、洋服を両手に持って、
I can't decide which to choose!

When there are two or more options, then to show you are weighing up the pros and cons, you may just make the sound: "Mmmmmmmmmmmmmmm."
Pros and cons = The pros and cons of something are its advantages and disadvantages, which you consider carefully so that you can make a sensible decision.
"They sat for hours debating the pros and cons of setting up their own firm."
You could also say you are 'torn between ...' two or more options.
2つ又はそれ以上に選択肢があり、良い点とと悪い点を比較している時は、「Mmmmmmmmmmmmmmm」という声を出します。

物事の良い点と悪い点のことで、賢明な選択をするように注意深く考えます。
They sat for hours debating the pros and cons of setting up their own firm.
彼らは、自分たちの会社を立ち上げることの賛否を座って何時間も議論した。
2つ又はそれ以上選択肢がある時は、
「torn between（揺れ動いている）」ということができます。
あえて「どっち」を使わない言い方として
I have trouble deciding (which one to choose).
私は（どちらを選んだらよいか）決められない。
It's hard to decide (which one to choose).
（どちらを選んだらよいか）決めるのが難しい。
で十分通じると思います。
またそのまま訳して
I just can't decide which one to choose.
どちらを選んだらよいかどうしても決められない。
でもよいでしょう。
If you say that someone is indecisive, you mean that they find it very difficult to make decisions.
--> Michael was indecisive about how to decorate the room.
indecisiveには優柔不断という意味があり、決断をくだすのが難しいという意味です。
例--> Michael was indecisive about how to decorate the room.
I am indecisive..."I cannot make my mind up." I am torn between" two options
I like both...I simply cannot make my mind up, on" what to do for the best"
