When you use the word predict, it is based on that you are expecting the fact with some knwoledge and you know about the thing quiete well. If you don't have information or knowledge about it, you should use the word expect. That simply means 予想する in English. We use the word forecast when you expect and tell your expection to some inparticular people based on some information. So, it is closer for the word in 予報するin Japanese.
