前の担当者は前任者ということで、英語では一語「predecessor」であらわせます。
従って「AさんはBさんの前の担当者です。」は、
A is B’s predecessor.でOKです。
形容詞「前の」を入れたいならpreviousを使います。
A was the previous person in charge before B.
動詞を使う場合にはprecedeやholdを使って、
A preceded B in the post.やA held the post before B.などであらわせます。
「前の担当者」を英語にしたら、"former person in charge" になります。"former" は「前」を指します。その上、"person in charge" は「担当者」を指します。
「AさんはBさんの前の担当者です」とは "Mr. A is the former person in charge of Mr. B"と翻訳できます。
「前の担当者」は一般的には the person in charge before と言います。

もう一つの言い方は the former person in charge です。

しかし、former は若干フォーマルな言葉なので、the person in charge before の方が一般的です。

「The person-in-charge」と「the person who was in charge」 は「担当者」に相当します。
「Previous」は「前」に相当します。「before me」は「私の前」に相当します。
「Was」は過去形ですから現在すでに担当していないということを表現します。
「The person who was in charged before me」の和訳は「私の前の担当者」です。「Before me」を略して、「the person who was in charge」だけでも、今は担当者が代わったことが伝わります。
