「referred to 」と「based on」両方とも「参考にする」として使えますが、
「based on」の使い方が少し違います。

例：
「The director based the scene/the movie on samurai sword fights.」
「The scene/movie is based on samurai sword fights.」

「referred to」の場合はそのまま「the director~」から使えますが、

「based on」は、作品（映画、シーン）を明示しないと変ですね。

また、芸術などの「参考」は、「referenced」の方が使われることが多いです。
