「部下」は英語に訳すと subordinate になりますが、
海外企業のマネジャーは自分の部下のことを subordinate じゃなくて "my employees" か "employees under me"と呼んでいます。
「○○能力」は ○○skills と言います。
「○○について」は "in terms of ○○" で表現できます。
例：
「スケジュールについて話します」→ I will speak in terms of the schedule.
「あの件について何も知らない」 → I don't know anything in terms of those matters.
だから全部まとめて：
「企画能力について部下をトレーニングする」
→ I will train my employees in terms of project planning skills.
