寒がり や 暑がりは

be (very) sensitive to cold (寒がり)ということが出来ます。

それぞれ「[暑さ](https://eikaiwa.dmm.com/uknow/questions/12998/)=heatに敏感な」
「寒さ=cold に敏感な」
ということです。

To be sensitive to something it means you are quick to respond to slight changes.
In this case it means if it gets cold your body i quick to feel cold.
To be sensitive to something とは、敏感な、という意味です。
この場合、寒くなってことに身体が敏感に反応するという意味です。
"I'm a cold person" usually mean that you are in favour of cold weather (don't mix it with the meaning of being "close" person). I don't like cold weather - the most simple way of explaining.
"I'm a cold person" は普通「寒いのが好き」という意味になります("close person"(親しい人)と混同しないようにしてください)。
"I don't like cold weather"(寒いのは好きじゃありません)
→最もシンプルな言い方です。
