日本語の「時の人」に一番近いのは、「woman/ man of the hour」ですね。
当然のことですが、女性の時は「woman」、男性の時は「man」を使います。「man-of-the-hour」とハイフンを付けて一つの言葉として扱うこともあります。「woman/ man of the moment」という表現もメディアで使われているのをよく聞きます。
また、ジェンダー的に中立な表現をしたい場合は、「person of the hour」という言い方もあります。他にも、「woman in the spotlight」などのように、「スポットライトを浴びている」と表現することもできます。

"rising star"（期待の星）は、「人気があり最近有名になり、さらにその人気が高まる人」のことを言います。
