２番目はvehichle inspectionじゃなくてmotorcycle inspectionが使っている例文です。普段にvehicleとmotorcycle inspectionの前にaを付けますが、相手も知っている車検について喋る時theを使います。

この場合は \"the\" の方が正しいですが英文は少し不自然気がします。

I took my motorcycle to a vehicle inspection.
この場合は a が良いです。でも、この文より次の方が自然です：

I took my motorcycle to be inspected. / I took my bike to get checked.
