法律・条例などで禁止されているけれど、違反しても罪に問われない法律等があります。たとえば「歩きながらのスマホ利用は条例で禁止されているけれど実際に違反しても罪に問われない」などです。
こういった法律に効果があるのか甚だ(＝大変)疑問です。
