TOEIC信仰は reverence「崇拝」を使って表現すると良いでしょう。
inhibit で「妨げる」
ability to speak English で「英語を話す能力」

ーJapanese people are so preoccupied with getting a high score on TOEIC that they end up not being able to speak English all that well.
「日本人はTOEICで高得点を取ることに気を取られていて、結局そんなにうまく英語を話せないで終わる」
preoccupied で「気を取られている・心を奪われている」
end up で「結局〜になる・〜で終わる」
