『あくまで要請であり、強制する力はない』は、
いくつか言い方が考えられますので、一例を挙げておきます。
It is a request, therefore it is not enforceable. と言えます。
要請とは、『必要な事が実現するように、願い出て求めること。』で、英語では、request と言えます。また、『強制執行可能な、法的強制力のある』は、 enforceable と言えますので、この場合は、not enforceable として、『強制執行できない』ことを表現できますね！
