ーThere was a time I didn't know what to do.
「何をして良いのかわからない時があった」
There was a time .... という言い方。
ーI was in a situation where I wasn't sure what I should do.
「何をすべきがわからないという状況に陥ったことがあった」
I was in a situation where .... という言い方もできます。

"There were times when I didn’t know what to do."
times を複数にすると「何度かそういう時があった」というニュアンスになります。会話でも文章でも使いやすいです。
2. 1回だけの出来事にしたいとき（単数）
"There was a time when I didn’t know what to do."
これは「ある特定の時期／1回」を指す感じです。過去のある一時期を強調したいときに合います。
