『潜在看護師』を英語で聞いたことはないのですが、以前に働いていたという意味で、former registered nurses として、『元看護師』と言えると思います。
または、Registered nurses who are not working now. 『現在働いていない看護師』、Registered nurses who are unemployed. 『失業中の看護師』、Registered nurses who can potentially be back to work. 『復職する可能性がある看護師』 などと表現することもできます。
There is a nursing shortage in Japan. The government is calling for former nurses to help speed up the vaccination roll-out. とすると、
『日本では看護師不足です。政府はワクチン接種開始を早めるため元看護士を必要としています。』
The former nurses need to take training and learn about the latest technologies.
『元看護士は研修を受け最新技術について学ぶ必要があります。』

→ シンプルで分かりやすく、ニュースや説明でも使える表現です。
■ licensed nurses not currently working
「免許はあるが現在働いていない看護師」
「inactive」「not currently working」などで状態を説明するのがポイントです。
