「～としか言えなかった」ですが、
「I could only say the word of ～」
「That was all I could say～」
などという表現の仕方があります。
「～が足りないせいで」というのは、
「due to the lack of ～」
「because of the lack of ～」
などと表せます。

I couldn't say anything but "no" because my vocabulary was limited.
anything but ～は、「～以外何も（ない）」というときに便利な表現です。
I'm not going to buy anything but this one.（これ以外は買わないつもり）
vocabulary is limited（語彙に限りがある）という言い方も自然です。
語彙がとても少ない場合は、very limitedのように強調できます。
