無理やり1つの文章に収めようとすると長くてわかりづらくなるかと思ったのでいくつかシンプルな文に分けるのはどうでしょうか。

英訳1：「旗を持っている日本語を話すツアーガイドは、どこの国の人ですか？」となり、ちょっと長いですね。
英訳2：1では長いので、「日本語を話しているツアーガイドは、どこの国の人ですか？」と言ってもいいでしょう。
英訳3：自然なのは、やはり長い1文にせずに、文を分けて言うことです。「旗を持っているツアーガイドはどこの国の人ですか？」「日本語がとてもうまいですね」のように、最初に聞きたい内容を言い、それからほめる言葉を添えると自然です。
現場の流れとしては、以下のようになることも想定できます。
A: Where is that tour guide with the flag from? (use that if you are pointing)

A: His Japanese is great.
というわけで、短文を会話にはさんで言うこともOKです。
