when I was a high school student で「高校生の時」の意味なので、一つ目の文は、その前にI thinkを入れることで、少し曖昧にする仕方です。
I think when I was a high school student, I started reading books.
「高校生の時に本を読み始めたと思います」
あと、もう一つは、元の日本語ピッタリの
around the time S V～「～くらいの時に」という表現です。
Around the time I was a high school student, I started reading books.
「私は高校生くらいの時に、本を読み始めました」
