「一番上」はon topと言います。他の言い方はat the topですが、この話ではon (the) topの方がいいと思います。
例文：Red is usually on the top of a rainbow.「普通、赤は虹の一番上だよ。」
例文：Red is usually the topmost color on a rainbow.

「赤は一番上だよ。」は英語で「Red is on top.」と言います。「Red is first.」（赤は最初の色）でも伝わると思います。虹の色の並び順を話す時は「Red is the first color.」というのでこの場合でも使えると思います。
