『増えも減りもしないと思う』は、いくつか言い方が考えられますが、例えば、
I think it will not rise or decline.
また、
Do you think the amount of carbon dioxide will rise or decline in the next ten years?
とすると、『これから10年後二酸化炭素の量は増加していると思いますかそれとも減少していると思いますか？』となり、
Do you think the carbon dioxide emission level will rise or decline in the next ten years?
とすると、『これから10年後二酸化炭素排出レベルは上がると思うそれとも下がると思う？』というようにも聞けます。

「10年後二酸化炭素の量は増えていると思う、それとも減っていると思う？」
CO2はcarbon dioxide の略です。
B: I don't think they'll be any more or less.

I don't think they'll increase or decrease.
