この場合、次のような言い方ができます。

ーA YouTuber was telling people about a delicious restaurant on his video.
「ユーチューバーが動画で美味しいレストランを紹介していた」
to tell about ... on one's video で「動画で…について紹介する・話す」

ーSomeone was telling people about a nice restaurant on his YouTube video.
「YouTubeの動画で素敵なレストランを紹介している人がいた」
to tell about ... on one's YouTube video で「YouTube動画で…を紹介する」
